Electrical panels are not allowed to be installed in a bathroom.
The NEC citation is 240.24(E). It prohibits overcurrent devices (breakers) from being installed in bathrooms. It's got nothing to do with panels just the breakers.Another source for this prohibition isIRC2009, Figure E3405.1. The cross-reference in the NEC is 110.26(A). Footnote d. says, "Panelboards, service equipment and similar enclosures shall not be located in bathrooms, toilet rooms, clothes closets or over steps of a stairway."
